Why a Chair?

This walkway that passes the abandoned Fulton Fish Market is generally only occupied by strollers and bicycles.  On this day though, there was an unexplained chair plucked down on the path.  Why?  How?  When?

Perching Above

A previously blocked off corner of Chase plaza now allows a new perspective of the cross street of Liberty and William streets.  Right across the street is the corner of the Federal Reserve building.
