Why a Chair?

This walkway that passes the abandoned Fulton Fish Market is generally only occupied by strollers and bicycles.  On this day though, there was an unexplained chair plucked down on the path.  Why?  How?  When?

Out and available in a square on Greenwich Street but folded while the rain fell.
